Let us seize the time and reclaim our humanity.

Confronting the National Crisis

Fellow citizens, there comes a time in the history and life of a nation when
a revolutionary call has to be made. The conditions obtaining in Zimbabwe
define and demand such a moment. We are suffering untold hardships. Every
Zimbabwean is crying out for salvation from hunger, poverty, destitution,
HIV/AIDS, escalating cost of living, unprecedented unemployment, and
meaningless wages. There are chronic shortages of basic commodities, fuel,
electricity, clean water, transport, and medicinal drugs. We cannot afford
to send our children to school, and the quality of education has been
eroded. All this is compounded by political repression and oppression at the
hands of an illegitimate regime. Consequently, we are living in abject
poverty, while our existence is now characterized by fear and uncertainty.

People of Zimbabwe, we have a duty and obligation to confront our plight as
a nation. We have to deliver change. We owe this responsibility to
posterity. History will never absolve us if we equivocate.

Our national socio-economic difficulties are inextricably linked to the
political crisis of legitimacy and governance. The socio-economic crisis is
beyond redress unless we resolve our political challenges.

As we recall the history of the success of the constitutional referendum, we
note that the success was dependent on the ability of Zimbabweans to speak
in unison and send a clear message to the ZANU(PF) regime. It was based on
the strength of operating with critical mass while expressing commonly held
positions. Our view is that there is absolutely no alternative to working
together as the people of Zimbabwe in a struggle to regain our freedoms and
liberties. This is a precondition to our collective economic salvation and
prosperity.

It is within this context of giving back the voice to the people of Zimbabwe
that the MDC outlines the following program aimed at restoring the people's
power to decide our destiny and preserving our dignity in the face of
continued attacks by ZANU(PF).

Fellow Zimbabweans, the hour has come for us to seize the time and reclaim
our humanity.


The MDC Defiance Campaign

The MDC Defiance Campaign is about saying NO to the postponement of the 2008
Presidential election. It is about saying NO to unfree and unfair elections.
It is about demanding, mobilizing, organizing and collectively engaging in
resistance for the restoration of democracy, political freedoms and our
dignity as a people. It is about a campaign for a new people-driven
democratic national constitution by all for all. It is to force the repeal
of a whole raft of repressive legislation, such as AIPPA and POSA. The
Defiance Campaign is non- violent and is aimed at building confidence in the
people in their ability to stand up for their freedoms and rights. It is
about the people of Zimbabwe speaking out on the issues that affect them on
a day to day basis and offering solutions to the national crisis. It is
about people taking charge of their lives.

The Defiance Campaign is about Zimbabweans uniting to confront our
challenges and organizing to resist our continued subjugation by the
ZANU(PF) government. The campaign is about saying NO to continued suffering
and hardships. It is about reclaiming the people's power by saying NO to
corruption, mismanagement and social breakdown under ZANU(PF). We are saying
NO to ZANU(PF) illegitimacy and misrule; NO to ZANU(PF) incompetence and
patronage; NO to the dictatorship of Robert Mugabe. It is about speaking
with one voice and saying NO! Enough is enough! We cannot accept any
further abuse and denigration.

Fellow citizens, just say NO to Robert Mugabe; just say NO to ZANU(PF).


Why the Defiance Campaign?

The MDC takes cognizance of the fact that the primary responsibility of
extricating the people from the current crisis lies with the people
themselves. It further acknowledges that for the people of Zimbabwe to
achieve emancipation they need to have a voice. We need to employ strategies
that work in order to preserve our nationhood for posterity. We must realize
that a strong people stand up for themselves, while a stronger people stand
up for each other. In beginning to participate in non-violent defiance
actions wherever they are, in whatever numbers, as individuals and as
groups, the people will rediscover their voice and power to build a critical
mass to face their challenges, and confront the dictatorship. The Defiance
Campaign will unite the people of Zimbabwe around issues common to them. It
will provide restoration of the people's voice.


The Roll Out

The Defiance Campaign is launched around the twin issues of saying NO to the
postponement of the 2008 Presidential election and saying NO to the holding
of elections under the current constitutional and legal arrangements. These
two issues are at the very core of the resolution of the current crisis. The
people's right to elect political leaders is not an issue that ZANU(PF) can
unilaterally postpone on behalf of the Zimbabwean people. The very proposal
is indicative of the disdain with which ZANU(PF) views the people of
Zimbabwe and its complete rejection of our voices and right to elect leaders
of our choice. It represents an uncouth attempt at continuing the rule of a
regime without due regard to people's wishes. The people of Zimbabwe through
the Defiance Campaign will defy all attempts at continued non-sanctioned
subjugation.

The current constitutional arrangements continue to allow for undemocratic
rule and preserve the existence of the ZANU(PF) regime. It is imperative
that any election be preceded by a new constitution which is the product of
a people driven process that ensures the guarantee of fundamental freedoms
and protects the democratic aspirations and values of the people. The people
of Zimbabwe through the Defiance Campaign should therefore say NO to the
holding of elections under the current constitution which will make our vote
an exercise in futility.

While the two issues identified will form the launch pad for the Defiance
Campaign, the MDC will in due course announce a series of defiance
activities throughout the country around key issues affecting the people of
Zimbabwe in their day to day existence. Campaigns will be organized around
socio-economic, bread and butter issues directly affecting our people. The
voice and agency of the people will be restored so that we can reclaim our
power and decide our destiny for the sake of posterity.

The power is within us, to stand up and be counted. We must be masters of
our own destiny. Lets all participate in the Defiance Campaign. Be a player,
not an observer. Let us seek to regain our voice so painfully taken away by
ZANU(PF). There is no activity or contribution that is insignificant. 2007
is the year of Defiance. It is the year of national action, leading to
people driven political and economic change in Zimbabwe. We must restore our
sense of duty and national pride. Our circumstances demand action.

Say No to the 2010 Presidential extension.
Say No to Elections under the current constitution.
Say No to Robert Mugabe and ZANU(PF).

There will be no compromise, retreat, or surrender.
It is defiance or death. It is confrontation or capitulation.

We choose to defy and confront.

Shame on ZANU-PF/ Robert Mugabe: Arrest of Striking Nurses!

                                       PRESS STATEMENT
 
 
ARREST OF THREE STRIKING NURSES
 
 
The Zimbabwe Congress of Trade Unions deplores the arrest of three nurses from the Harare hospital for allegedly inciting nurses at Parirenyatwa hospital to go on strike.
The police have shown overzealousness in dealing with the matter.
 
What is more irking is the fact that government dithers in addressing concerns raised by striking doctors and nurses and instead dwells on trivial issues such as arresting innocent people. Nurses and doctors are no different from any other ordinary Zimbabwean worker hence their demands for a wage increase. It is insulting for government to pay nurses at the rate of $108 000 when the Poverty Datum Line that now stands at over $400 000.
 
If press reports that more than 60 000 people have lost their lives since the beginning of doctors' and nurses' strike are anything to go by, then government should be held solely responsible.
 
We demand that government should, as a matter of urgency, address the needs of striking nurses and doctors in order to avoid any further loss of lives at hospitals. The nurses who have been arrested should be released without conditions immediately. We also stand by our demand that government should device an effective system of reviewing health personnel and other civil servant's salaries before strike action.
 
It is high time that business and government address the issue of poverty datum line linked minimum wages at Tripartite Negotiating Forum level to avert strike action in all sectors. Teachers are currently on a go-slow, and indications are that more crippling strike actions are in the offing if wages are not linked to the PDL as a matter of urgency.
 
Meanwhile, labour is disturbed by utterances of some business community representatives that they fully support the freezing of prices and wages. Dreaming is allowed but not all dreams come true!
 
This would ideally work in an environment where wages and the PDL are at par. What labour proposes is that prices be frozen first while wages are gradually brought up to the level of PDL. When these two are at par, only then can such proposals be entertained.
 
The workers of Zimbabwe, who include civil servants, those in the army and police, have been reduced to beggars as they are earning slavery wages and they demand long lasting solutions to the current rot that Zimbabwe finds itself in. Workers  are tired of piecemeal and stop-gap measures when it is clear that the crisis we find ourselves in, centers around issues of governance.
 
We urge government and all other stakeholders to deal with issues of salaries and wages as top priority now to avoid a volatile and potentially explosive year as the workers are now caught between a rock and a hard place.
 
Workers will react in the way they know best – strike action.

Failure is the only option!

ON 18 December 2003, the RBZ governor Gideon Gono gave his maiden monetary
policy statement in which he outlined his five-year vision to December 2008.
In that statement, Gono foresaw "the attainment of a stable and prosperous
Zimbabwe, a jewel of Africa with a Central Bank that will guarantee foreign
reserves of above six-months import cover and with inflation levels reduced
to a single digit band of between 5-9 percent."
Over and above this, Gono foresaw a Zimbabwe with a single economy free of
distortions, with fiscal discpiline and tight monetary policy measures, an
economy able to sustain itself in terms of food requirements and other
imports, a Zimbabwe with cordial relations with key international donors and
capital markets and a Zimbabwe that is able to meet its commitments
timeously.
Exactly 1 139 days later, Gono presented his latest monetary statement in
which it is quite clear that his original vision was a mirage. If anything,
the country's economic and social circumstances have shrunk to levels that
Gono himself would never have dreamt of even in his most pessimistic mood.
Put simply, it is quite clear that the governor has failed.
We have always made it clear that the precondition to Zimbabwe's economic
recovery is a decisive solution to issues of legitimacy and governance that
have arrested this country since the stolen Parliamentary election of 2000
and the stolen Presidential election of March 2002. Without a resolution of
the political question, including issues of a new Constitution with free and
fair elections under the same, the economic question will remain but a
question. And failure remains the only option.
A political solution will pave way for a sustainable programme of
reconstruction, economic transformation and stabilisation. At the core of
this reconstruction must be the understanding that this country has
experienced 10 years of economic decline, a shrinkage that is unmatched even
in countries that have engaged in full-scale wars.
The decline has seen massive starvation of the Zimbabwean people of every
social and economic index. For example, the World Health Organisation
reports that the mortality rate per every 100 000 live births has risen to
10 000, the death rate per 1 000 people has risen to 23,4 percent, life
expectancy is down to 36 years while the government has acknowledged that by
2006, an average of 4 000 people were being buried in Zimbabwe every week.
In his latest statement, Gono acknowledges the need for a holistic solution
to the Zimbabwean crisis and the inadequacy of what he calls "a single
policy prescription" based on manipulation of traditional monetary policy
tools of interest rates and the exchange rate. Indeed, he acknowledges the
fallacy of the status quo and what he calls "a fragmented and seemingly
knee-jerk half-hearted approach", coupled with lack of commitment from
social partners in the reconstruction journey.
In failing to ackowledge the centrality of issues of governance and
legitimacy to the Zimbabwean crisis, Gono is being mendacious. This may be
forgivable but is not acceptable. What is not forgivable, however, is for
Gono to yet again present himself to hard-pressed Zimbabweans pretending
that he is offering a solution, or that he is not part of the problem. Like
Herbert Murerwa's budget statement of 1 December 2006, or Rugare Gumbo's
NEDPP of March 2006, the latest monetary statement doe not offer any
solution, half baked or otherwise, to the Zimbabwean crisis. Like everything
associated with this regime, the lack of acknowledgement of corruption and
rent-seeking activities by Zanu PF charlatans is obscurantist.
To suggest, for instance, a Social Contract under a situation of
hyperinflation is unscientific and unrealistic. How can workers be asked,
within the framework of a social contract, to forego wage and salary
increases when economically they are subjected to a parallel market world
with rampant price increases that the government cannot and will never be
able to control.
At the core of the Zimbabwean crisis is the crippled supply side of the
economy. Put simply, we are not producing. The scenario of non-existent
supply creates fertile ground for middle men and the rule of rent-seking
activities. These are the distortions that the governor himself has outlined
in his latest statement. These distortions and dislocations include maize
price distortions, fuel price distortions arising out of the two-tier
pricing system as well as distortions around prices of electricity,
fertiliser and international call charges. What Gono does not mention is
that the key drivers of these vampire activities in the economy are the Zanu
PF elites, who apart from the distortions he mentions, have been buying
foreign currency from the RBZ at the official exchange rate and putting it
to maximum use in the parallel shadow economy.
The net result has been the creation of a small rich elite of less that 1
percent of the population that is controlling 80 percent of the economy. The
gap between the rich and the poor has been one of the sharpest in the world.
As the poor have become poorer, the conspicuous consumption of the rich has
become obscene. That is why in any economy like this, some can buy luxury
vehicles of hundreds of thousands of United States dollars!
Gono's refusal to devalue is political grandstanding and a product of Dutch
courage. Whether the government likes it or not, he is going to devalue in
2007, and devalue big time. This is elementary economics. The Zimbabwean
dollar cannot maintain an artificial value which is not supported by
significant exports.
Of further concern is the continuous misadventures of Gono in fiscal
activities despite the rapping in the knuckles by Murerwa in 2006. The
governor's involvement in quasi-fiscal activities, despite his protestations
to the contrary, is the mindframe of a man who sees himself as being in
charge of the country; the de facto Prime Minister. Sadly for Zimbabweans,
the prince has set his sight on the throne. But if he cannot manage as
elementary a thing as a monetary policy, what more the nation state?
We have said it before and we shall say it again. Zanu PF and its three
centres of power along Samora Machel Avenue are tired and devoid of any
solution to the multi-layered crisis facing the country. Change is as
inevitable as it is long overdue in this country.
As we have said before, to Save Zimbabwe, the solution to the national
crisis can only be possible if all political parties and stakeholders put
their heads together and hammer out a lasting solution to the crisis.
The national crisis is now beyond Zanu PF's ability to attend to alone. Zanu
PF no longer has any solutions to our woes. The solution lies in our
proposals, enunciated through our roadmap whose signposts for progress
require sincere dialogue, a nationally accepted transitional arrangement, a
new Constitution, a confidence-building window and a free and fair election.
