Embattled President Robert Mugabe, the Zimbabwe leader since independence in 1980 has locked horns with protégé and personal banker Reserve Bank governor Gedion Gono over economic policy issues as differences between the two reach fever pitch.


Ambitious Gono is accusing Mugabe and the ZANU PF government officials of gross incompetence; unbridled corruption and political brinkmanship that he says are militating against his economic turnaround efforts.


The temperamental Mugabe has responded to the damning accusations by stripping Gono of some of his responsibilities as chief prosecutor of the national economic turnaround program.


Gono, a self-styled economic turnaround strategist, has of late broken rank with tradition and started lambasting ZANU PF government ministers of gross incompetence, corruption and laziness.

The central bank chief recently shocked many when he publicly blasted and dismissed Mugabe’s rhetoric that the economic meltdown being experienced by Zimbabwe was a result of sanctions imposed on Harare by the West.

Gono dismissed Mugabe’s claims as utterly misguided and dangerous political brinkmanship adding the ZANU PF strongman’s claims had created more problems and not solutions for the national economic turnaround strategy.

“Our problems cannot be blamed on any country in the West, they cannot be blamed on any Western leaders…Our problems lie squarely on the shoulders of Government”, Gono was quoted as saying while delivering a public lecture at Midlands State University in Gweru last March.

Last week while addressing a business meeting in Mutare, Gono for the second time blasted the ruling ZANU PF elite for what he termed rampant economic indiscipline within its ranks.

The Reserve Bank governor told business people in Mutare that the chief culprits and main actors on the illegal black market were ZANU PF big wigs who were literally setting the exchange rate and changing prices of goods and commodities on a daily basis.

Gono said corrupt and powerful ZANU PF hawks were smuggling gold and diamonds under the nose of a complicit police force and the country was losing billions daily because of the illicit activities by filthy rich ZANU PF economic bandits.

“Don’t think we don’t know who is profiteering and who is doing what. We have not acted out of tolerance hoping that this madness will stop. But we are now saying enough is enough”, said Gono.

“We have shameless barons even in government who wake up each morning and peg the exchange rate everyday, holding the rest of the nation to ransom”, Gono added in apparent reference to ZANU PF sharks that have dominated the illegal market in Zimbabwe while stalling Gono’s efforts to turn around the economy.

Government sources told ZimDaily that Mugabe who has become increasingly uncomfortable with Gono’s public attacks of the ZANU PF government has moved in swiftly to clip the influential central bank chief’s wings.

Government sources revealed to ZimDaily that Gono was summoned by Mugabe to his Munhumutapa offices after Tuesday’s cabinet meeting and told in no uncertain terms that his utterances were not appreciated by government.

Mugabe told Gono to stop making public statements that exposed weaknesses of the ZANU PF government and compromised the position of the ruling party ahead of the March 2008 presidential and general elections.

Mugabe has also ordered that the Minister of Finance Samuel Mumbengegwi take over all fiscal policy operations previously arrogated to the Resereve Bank governor in the past five years as the President moves to cut the loquacious governor to size.

Gono has also been ordered to stop holding public meetings with business stakeholders around the country until further notice. The move is meant to deny the increasingly critical governor access to public forums and ready ears for his anti-ZANU PF jibes.

Mugabe now wants Gono to concentrate on his core business of monetary policy implementation while leaving the rest to the more pliant finance minister.

On the contrary Gono appointed central bank governor by Mugabe a few years ago wants free-play to implement the so-called turnaround strategy which is yet to produce tangible results.

It is still to be seen how the ambitious central bank governor is going to tow the line or persist with his defiant criticism of ageing Mugabe and his bungling ZANU PF regime.

The chickens are coing to roost.We knew this was coming. I supose Gono himself knew this would sooner or letter. I suppose Gono must have once used private counsel to Mugabe and his gang but they would listen nor give a dame hence these despate public i- dont-care utterance.If he is gono he should resign now. Thats the correct thing to do. But he should be ready for the dirty muck. When one enters a political fray, as is with a gladiator arena one should be ready for mucky bloody bruises.And i think Gono is aware of this. It would be so embarassing if after this, Gono pulls back and keeps quiet and perhaps wait to be fired when his term expire. Lets wait and see events as they unfold. Whether he is GONO or a GONE.

Dirty game
Politics is a dirty game. When you cross the line and become insubordinate you have only yourself to blame.You are either fired or reshuffled. Gono is lucky he is still in the same position.I am a foreman at a farm,when one of the farm workers confront me without respecting my position,I demote him to go and herd cattle.There he can confront the animals.Respect and recognition of protocol is a necessary phenomenon of life. Gonorhea has a honorary degree from some University of Zimbabwe. There is no way Gonorhea can be hired outside Zimbabwe that is the financial world. Zero qualifications.

At this time thats when real heroes are born. People are suffering because of this monster called Mugabe and ZanuPf. Ministers in this regime must resign enmass. To show Mugabe that he has ruined what once was uchi neMukaka. They cannot all be reduced to be Mugabe's wives for ever. Mugabe cannot continue to dance on his ministers like this. Even Gono's hardwork is eroded by this Mugabe who is just a loud mouth for nothing. Mugabe is a liability to the country. He must leave Zimbabwe to move forward. He has taken it back centuries. If some in government real stand by the ethics they must resign now rather than later. People will recognise and honour you.

Court hears spine-chilling details of torture by the police !

HARARE, April 30, 2007 - Police interrogators extracted confessions forcefully out of detained MDC activists who were arrested on allegations they were linked to the recent spate of bomb attacks that rocked Harare and other parts of the country.
 
One suspect claimed he was placed inside a metal coffin out of which a dead body had just been removed. The lid was then closed and the coffin placed onto a truck.
 
The law enforcement agents, who have encountered problems in seeking to sustain charges against several opposition members now languishing in remand prison, have allegedly resorted to torture of the suspects in a bid to induce them to confess and implicate certain high-ranking MDC officials in the bombings.
 
Ishmael Kauzani and Philip Mabika, two of the several MDC activists in custody gave a heart-rending account of how they were forced to make false confessions in a bid to buy freedom. They were still not released, however.
 
In his affidavit before High Court judge Justice Alfas Chitakunye during a bail application hearing last week, Kauzani, who faces various allegations of attempted murder and malicious damage to property, related spine-chilling details of ruthless assault at the hands of police officers.
 
He said after his arrest the police had handcuffed his hands at the back. They wanted to know if he knew Better Chakururama, who is also in custody facing similar charges.
 
Kauzani named three police officers, Detective Inspector Muchada and two others named only as Kambanje and Mutisi, all of the Law and Order Section of the Criminal Investigation Department, as his tormentors.
 
"The trio took me to a metal coffin where they removed a dead body," he said. "They then placed me inside. The box had the smell of dead human flesh. They closed it. I began to sweat and suffocate."
 
After the coffin was closed, he could feel that the vehicle on which it had been loaded was moving. He had no idea where they were taking him. After the detectives took him out of the coffin he realised he was in the middle of the bush. They had then asked him questions about Chakururama, Piniel Denga and Ian Makone, a top aide of the opposition MDC leader, Morgan Tsvangirai.
 
He said the detectives accused him of collaborating with the three to seek to cause illegal regime change in Zimbabwe.
 
"My denial invited further assaults," Kauzani said. "They hit me with a bottle on the knees and the pain was unbearable." 
 
He said while Mutisi was assaulting him, Muchada threatened him with death saying, "That is the reason why we brought you in a coffin as you are more or less a dead man."
 
He alleged the detectives had told him he would be spared from death if he agreed to implicate Makone as being the leader of the Democratic Resistance Committee which allegedly was behind the spate of bombings, with Chokururama and Denga also being involved.
 
Kauzani said the prospect of meeting his death in this manner weighed heavily on his mind and eventually he implicated the three in the matter.
 
Kauzani said after he made the statement Muchada had ordered the assaults to stop and he was taken back to the police station. There he was ordered to put his confession on paper in writing.
 
He said after this, a senior officer had bought him some food and he was driven to Flame Lily Lodge in Waterfalls where he took a bath and was given "some more good food".
 
Kauzani also explained how he was taken to Mupedzanhamo Flea Market in Mbare where the police bought him some clothes. He wore these clothes when he went to court on April 11 together with Mabika.
 
He also recounted how was asked to rehearse details in support of the police allegation that the MDC sent personnel for military training in South Africa. He said he was then made to implicate several other members of the opposition party whose names were provided by the police.
 
Justice Chitakunye is still to make a ruling in the Kauzani case, in which the prosecution is strongly opposing bail, saying he was likely to evade trial once released on bail.
 
Mabika who was arrested at gunpoint was accused of supplying information to The Zimbabwean, a newspaper which is published in United Kingdom and distributed in Zimbabwe. 
  
He narrated how three detectives took him from the cells. He said they blindfolded him and took him to an office where they interrogated him about the bombings they alleged occurred in Chitungwiza.
 
Mabika said when he denied any knowledge of the allegations, the police suggested that he had received training in South Africa.
 
"They handcuffed my hands at the back," he said. "A metal object was placed in between my tied arms  and legs so that my body hanged. They started beating me all over the body while I was literally swinging, forcing me to admit to the charges."
 
He said they also placed him in a grain bag and poured cold water on it, saying they had orders to kill him unless he confessed.
 
He said he agreed to co-operate with the police to avoid further torture and he implicated Peter Chikwati and others, whose names were given to him by the police.
 
On Thursday, Mabika remained in the court cells after he failed to walk into the court room for remand. Provincial magistrate Lazarus Murendo was obliged to hold an inspection in loco to assess his condition.
 
The court observed that Mabika had dark swells on the buttocks, cuts on both wrists consistent with tight handcuffing, swellings on both legs and lacerations all over his body.
 
"The court also observed that he was having difficulties in sitting," said Murendo. "I will not comment on what caused the injuries, suffice it to say that they are there.
 
"I will thus order the accused to be immediately taken to a doctor for examination and treatment."
 
Murendo also ordered the commissioner of police, Augustine Chihuri, to direct a unit from the internal investigations or any other unit that is not in the Law and Order Section to investigate the assaults on Mabika and submit its findings to court by May 12.
 
Many of the suspected arsonists, including Glen View legislator Paul Madzore and former journalist Luke Tamborinyoka, who are currently languishing in police cells, have been denied bail with the police saying their investigations are  still at an early stage.

PRESIDENT Robert Mugabe has again riled opposition sections of the Zimbabwean public by insisting that the March 3 state assisted torture of opposition activists while in police custody was justified.

Speaking in a wide ranging interview with Baffour Ankomah, the editor of New African, a United Kingdom based magazine, Mugabe said the bashing of Morgan Tsvangirai and other opposition leaders and political activists was justified because the police had been provoked. He said if the opposition continued provoking the police, they would be bashed.

Activists from Matebeleland region said Mugabe's response was not surprising as he had not publicly apologised to the people of Matebeleland over the killing of more than 20,000 unarmed and defenceless civilians at the height of the Gukurahundi massacres.

"Just an apology is what the people of Matebeleland are asking for, but Mugabe seems to enjoy the torture of other Zimbabeans. It is high time he should just keep quiet about these issues if he can not apologise," said South Africa based Israel Mhlongwa, leader of the Matebeleland Crusade for Justice and Restoration of Democracy Initiative (MCJRD) an organisation which is gathering information on the army atrocities during the 1982-87 disturbances.

Mhlongwa, who said he was brutalised and left for dead by members of the army during the Gukurahundi period, is currently living in South Africa where he has been granted political asylum.

He fled from Zimbabwe in 1984 and has never set foot in his rural home of Maphisa, where three members of his family, including his wife, were killed after being accused of harbouring 'dissidents'.

Another activist, Elton Ngoma, a student leader from Chinhoyi Technical University said Mugabe should have taken the opportunity to apologise or even state that the government was investigating the torture allegations.

He said Zimbabweans had now become accustomed to Mugabe's outbursts over complaints against state repression.

"These days, everyone will always say, ndinokudashura a cliche which Mugabe used to describe Tsvangira's beatings by the police.We know that although the court ordered that allegations of state sanctioned torture be investigated, the police will not do anything because they were rewarded for doing that," said Ngoma.

Ngoma also recalled what the late James Chikerema said during an interview with the now banned Daily News newspaper.

Chikerema said, during their childhood, together with Mugabe, they observed that Mugabe was selfish and had no time to apologise over anything." he said, adding that the same traits of arrogance were being exhibited by Mugabe, especially in recent weeks where he justified state assisted torture of opposition activists.

Mugabe also lambasted the United States of America ambassador to Zimbabwe, Christopher Dell, for allegedly meddling in the political affairs of the country.

"If America wants a man like Christopher Dell to remain here, then he's got to behave because we will not brook further nonsense from him," he said.

British prime minister, Tony Blair, who stands down a few weeks from now, was also caught in the crossfire whenugabe described him as a dictator. He accused him of persuading the European Union and some countries within the Asian community to join in seeking to isolate Zimbabwe.

"THE GOD-FATHER AND THE AFRICAN MAFIA!

The Godfather and the African Mafia
 
 
THE Godfather cannot be complete without a sequel. This contribution considers the behaviour of African leaders towards Mugabe, applying the image of the Mafia, as outlined in Part I of this series.
For us to understand why the African leaders behaved the way they did in Dar es Salaam in March, it is necessary to extend the Mafia analogy to the African platform. It can also assist in forecasting the aims and modalities of the Mbeki-led mediation process. Against this background, I fear that predictions of a "Zimbabwe after Mugabe" may be too presumptuous, given that the devil is in the system.
The task of removing the Capo di tutti Capi (the Boss of all Bosses) is an arduous and daunting one, given the extent of his power and influence and the support that he commands from his peers. The Dar es Salaam meeting was akin to the emergency meetings of the bosses in the typical Mafia Family. When these bosses meet, they do so not to publicly humiliate one of their own, but to find ways of helping their peer.
"There is a stone in my shoe", is how Mugabe might have presented his case to his fellow colleagues, pointing to the West and the MDC as the stones causing him discomfort. Their purpose was therefore to remove the stone in Mugabe's shoe. The reality is that they all realise that the stone in Mugabe's shoe could one day become the stone in their respective shoes. Don Thabo Mbeki, representing the ANC family, knows that the labour movement causing discomfort for Mugabe could well become an irritating stone in his own shoe. There are precedents in Zambia where the labour movement became a very uncomfortable stone in Kenneth Kaunda's shoe.
A lot has been expected against little delivery from South African President Thabo Mbeki. He wields control over a rich territory, but in reality, he does not occupy the same position as Mugabe in the hierarchy of the African family. Like the Mafia, there is a distinct hierarchy in this family. Mbeki is probably no more than an Underboss. Similarly President Hifikepunye Pohamba of Namibia is also an Underboss, with former President Sam Nujoma retaining the position of Capo di tutti Capo in the Namibian Family.
Likewise, President Armando Guebuza of Mozambique is an Underboss in Frelimo, with former President Joachim Chissano retaining the ultimate position. The host President Jakaya Kikwete remains in the shadow of the elders in the Chama Cha Mapinduzi family in Tanzania. In fact, when they met in Dar es Salaam, Mugabe was probably sitting there as the Capo di tutti Capi. The others being effectively his Underbosses, coming to help him out rather than crucify him.
But the Dons that gathered in Dar es Salaam would have also told Mugabe, respectfully but very strongly, that his activities were posing a threat to their own interests. Don Mbeki might have pointed to the 2010 Football World Cup and the murmurs coming from rivals in the West that it might have to be staged elsewhere on security grounds. He knows the Zimbabwe question hangs dangerously like a dagger. This would have influenced the decision to have elections in 2008 rather than in 2010, as Mugabe had envisaged. But ever the wily-fox, Capo Mugabe may well have calculated his earlier 2010 proposal as a bargaining point with his colleague Mbeki.
espite the veneer of democracy in all these countries, many of them, in reality, run their affairs on a Mafia-type family system. The SADC system will assist transition in Zimbabwe, but only in so far as that transition retains power within the family, membership of which is based almost exclusively on liberation struggle credentials. The approach of the SADC leaders is to remove the stone in Mugabe's shoe and in the process seek to open a way for his "graceful" departure, but ensuring that a member of the family takes over. There are two ways: either voluntary retirement or the Hand of Nature.
"I can't do it anymore", remarks a tired and resigned Don Michael Corleone, as The Godfather Part III concludes. As he leaves the room, members of the Corleone family proceed to kiss the ring on the hand of Vinny Mancini, Don Michael Corleane's nephew, to whom power has been handed down, saluting him as the new Don Corleone.
When Mwalimu Julius Nyerere realised that he was tired and could not do it anymore, he took the Don Corleone way and handed over to Ali Hassan Mwinyi and the process has been in motion ever since. Mbeki himself is a product of a similar system of succession in SA, as is Guebuza in Mozambique, Pohamba in Namibia, Kikwete in Tanzania, Kabila in the DRC, etc. Even the relatively quiet Botswana has followed a similar Mafia-type succession path.
The other way, of course, is if the Hand of Nature strikes. In The Godfather Trilogy, Don Michael Corleone himself had succeeded his father, Don Vito Corleone, after his death. Likewise, Chissano rose to the leadership in Mozambique following the death of Samora Machel in 1986. When Laurent Kabila, the Don of the DRC, was assassinated, the same system ensured that his son, Joseph Kabila, became the new Don. This is just the way things are.
Voluntary retirement or the Hand of Nature, either way everything revolves around the person of the ultimate Boss.
There is a danger of creating great but erroneous expectations in next year's elections. The mechanisms that tilt power in the ruling party's favour have become deeply woven into the social fabric. Like the Mafia, it is a way of life. If the Zanu PF Family agrees to have elections, it is because they know that the system is created in such a way that they will triumph. And sadly, they will as they have done before receive ample recognition from the fellow African Mafia because it is not in their interests to promote what is otherwise considered a stone in a colleagues' shoe.
The SADC process could therefore be no more than a Mafia type approach to legitimise the selection of the next Don in Zimbabwe. The spirit-sapping part, of course, is that whatever happens, Mugabe would remain the Capo di tittu Capi, forever pulling the strings in the shadows.
ll this might sound ominous and pessimistic. But there is a lesson to be drawn from attempts to make in-roads into the Mafia, a tactic that could assist in the Mbeki-led negotiations. Pentito — he who has repented — is a term often used to describe
gnate former members of the Mafia who have abandoned it to collaborate with the authorities. The plural is Pentiti. Pentiti receive the protection of the law; shorter prison terms, sometimes complete freedom, new identities, even employment, in exchange for information they provide about the Mafia.
The question therefore is whether one could make Pentiti out of some leading members of the Zanu PF Family, in the broader sense of willingness to co-operate and assist the pro-democracy movement, because clearly, in order to stand a chance in breaking the compromised electoral system, this movement needs those with insider knowledge and influence in the system. Indeed, justifying the use of Pentiti, a former President of the Italian Anti-mafia Commission, Luciano Violante, remarked: "We do not find information about the Mafia among nuns". There are many people that feel strongly against Zanu PF leaders but arguably, the opposition needs the co-operation of Pentiti to neutralise the institutionalised electoral rigging process.
But the problem is that becoming a Pentito is very risky — it puts one's personal family at risk, which is often why the family publicly disowns the Pentito for disgracing the family. This means that the incentive for abandoning the Family must be greater for one to become a Pentito. Indeed, to extend the definition of Pentito in the political context, it is about giving incentives to the key figures in the Zanu PF Family to retire in return for their own protection against retribution. Indeed, the question must be whether or not in the negotiation itself, Mugabe can be persuaded to become a Pentito?
This is where the idea of immunity from prosecution, suggested more recently by leading Zimbabwean publisher, Trevor Ncube, among others, assumes relevance. Perhaps Mugabe's biggest personal fear is the spectre of prosecution when he loses the protection of the presidential immunity once he leaves power. The question therefore is, as part of the Mbeki Mediation process, whether or not Zimbabweans are prepared to privilege pragmatism over principle, and offer the immunity in exchange for the Capo di tutti Capi's departure? There is understandable pain, visible anger and a voracious appetite for retribution but is there not a high price to pay to secure a fresh start for the country?
When law enforcement authorities grant privileges to Pentiti in exchange for information, they are criticised because the system has risks but it is a system that in some cases has enabled authorities to make considerable in-roads against the Mafia. Granting a safe harbour to Mugabe in exchange for a fresh start might have its own limitations, but it is certainly a pragmatic option to consider in the Mbeki-led mediation process. Anything to arrest the current decline is necessary. But are Zimbabweans ready to allow the Capo di tutti Capi to become a Pentito?

The Zimbabwe Torture Victims Project (ZTVP) and the Trauma and Transition Programme (TTP) of CSVR cordially invite you to a two day training workshop.
 
The training programme aims to build capacity within Zimbabwean community based organisations that are faced with the challenges of meeting the needs of torture survivors in South Africa. This workshop is the second of three scheduled for the year.
